    The man behind the proposed development of a controversial trailer park in El Llano has submitted paperwork to the city of Española to appeal a March 11 Planning and Zoning Commission denial of his proposal.

    Phillip Chacon wants to develop an eight-space trailer park off North McCurdy Road, near El Llano Road.

    According to City Clerk Heather Velasquez, the appeal was submitted Monday, and will likely go before the City Council in April.

    The original request was denied by the Commission by a 3 to 2 vote March following three public hearings in which the trailer park’s future neighbors vehemently opposed the plan for a variety of reasons. However, the Planning and Zoning Department, found that the park did not violate any sections of the city code concerning mobile home parks, Department letters state.
